what an amazing …
what an amazing idea. I work in down town L.A. there are so many tradgedys related to animals & homeless animals in the area. This would empower me and give me an incentive to help them even more. This must pass! I would give my last dollar to help an animal before eating so this means a lot to me.

I like this idea but my concern is people that have no business owning a pet would take advantage of this and not really care about their pet.
